DOVER – Ruth E. Willey, 73, passed away at Cadia Healthcare Capital Rehabilitation on January 11, 2021. She was born on April 1, 1947 in West Virginia. Ruth was preceded by her parents, Earl G. and Doris Helmick. She is survived by her husband, I. Donald Willey; a daughter; two brothers, Butch and Eugene Helmick; and a sister, DeAnna Thistlewood. Memorial services will be private.
