Carroll B. Jester, a dedicated public servant, beloved family man, and passionate leader, passed away on December 2, 2025, at Bayhealth Sussex Campus. Born on August 11, 1954, Carroll's legacy is one of integrity, hard work, and heartfelt commitment to his community and loved ones.

For the majority of his career, Carroll served as the Park Superintendent for the City of Milford, where he was known for his tireless efforts and deep affection for beautifying the town. His dedication went beyond municipal duties as he also drove a mail truck for R.E. Calloway in his spare time. After he retired, Carroll discovered his true passion for landscaping, starting his own business, C & B Landscaping, where he continued to contribute beauty to his surroundings.

Carroll was much more than a capable Park Superintendent; he was a pillar in his community. His service extended into the Houston Volunteer Fire Company, where over 41 years, he not only held multiple leadership positions, including a dedicated tenure as fire chief but also touched the lives of many firefighters, teaching and encouraging them throughout their journeys. His accolades reflect the respect he garnered, having received the title of Firefighter of the Year multiple times and serving as Delaware State Chief President from 1997-1998.

Carroll's profound love for his family was at the core of his being. He cherished spending quality time with his daughter, Olivia Jester, sharing brunches and adventures that built lasting memories. His grandson, Braxton, was always close by, whether they were fishing or celebrating his achievements from the sidelines of soccer games. Carroll's nurturing spirit extended beyond his immediate family. He was a loving brother to Cindy Sprout and Bruce Jester and a supportive figure to many nieces and nephews who admired him deeply.

Known for his unwavering commitment to standing up for what was right, Carroll was respected for his honesty and forthrightness. He had a remarkable ability to connect with people, extending his helping hand to those in need without expecting anything in return.

His warm personality and zest for life made every gathering special. Friends and family will gather on Saturday, December 13, 2025, from 11:00 AM to 1:00 PM at the Houston Volunteer Fire Co. to pay their respects and share cherished memories of Carroll. Following the viewing, they will proceed to honor his life and legacy with a service at 1:00 PM, culminating in burial at Saint Johnstown Cemetery in Greenwood. The day will conclude with food and fellowship at the Fire Co. Banquet Hall, a fitting tribute to a man who brought happiness not only to his family but to the entire community.

Carroll leaves behind a legacy of love and service, a life dedicated to family, community, and the values he held dear. He will be profoundly missed but fondly remembered by those who knew him and were touched by his spirit.
